Introduction

Jose is a bilingual, results-oriented Management Professional with comprehensive experience leading multi-million dollar change management initiatives for PDVSA Oil & Gas - the third largest oil and Gas Company in the world.  He was responsible for training U.S officers at the U.S. Army Infantry School, Fort Benning, GA., and attended the U.S Command and General Staff College, Fort Leavenworth, KS.  Mr. Cedeno delivered strong and sustainable results through expertise in identification of system and process inefficiencies, and implementation of responsive solutions to meet the needs of complex business challenges.  Throughout his career Mr. Cedeno has consistently been asked to accept additional responsibilities within divisions facing immense concerns.  His excellent motivational skills and the ability to establish credibility quickly in the most turbulent situations has helped him implement lasting change under the toughest circumstances.

Jose has expertise in implementing manufacturing systems, lean, six-sigma manufacturing tools and techniques, procedure and process development, strategic business planning, P&L management, and team coaching and leadership.
 
Representative Work Experience

 
Electronic Equipment 
Planned and executed a Greenfield project installation of an assembly plant for electronic equipment   (uninterruptible power supply), managed five direct reports while lean manufacturing methods were implemented. Plant and building facilities ready 10 days ahead of schedule saving $225,000.00, or 15% of the initial $1.5 million total budget. Plant fully operational delivering 360 UPS / 8 hr. shift.  
 
Oil and Gas Logistics 
Held full-strategic management, oversight, and implementation responsibility for three major multi-million dollar production and process improvement projects.  
Concurrently directed all change management programs while managing a 1,500 employee organization through 7 direct reports. 
Facilitated achievement of over $200 million in revenue over a 10-year period, through management and execution of the Neptuno oil rig anchoring system. 
Achieved savings of $1.5 million and increased service and safety to internal production and maintenance clients, as a result of leading a project to repower 139 standard crew boats to water jets and electronic engines.  Cut travel time to job sites from four to fewer than two hours, driving over a 50% improvement.
Drove annual savings of $2.1 million upon constructing and establishing the Lake Operations Center which monitored and controlled the entire western production fleet of 420 oil rigs, barges, tugs, crew and supply boats, and flow stations. 
Saved over $3.2 million through development and implementation of the Transportation Center and processes improvement - designed to manage 860 lightweight and 82 heavyweight vehicles supporting the western production division.  
 
Managed Quality Assurance organization improving productivity by 30% while decreasing costs by $5 million, as a result of developing and directing over 25 contractor and supplier quality-assurance teams in the adherence to performance and project standards. 
 
Food Manufacturing 
Managed a 460-employee organization (production, mills, hatchery and farms) through 10 direct reports. Accomplished a 12% cost reduction after lean manufacturing methods were implemented. United States Department of Agriculture issues were solved with the application of 5S methodology. First qtr. savings: $385,000.00. 
For a fast food restaurant chain: 
Implemented a traceable address system / location establishing reorder points through pull systems and visual controls. 
Improved the layout / racking system to optimize the space and ease for kitting to the stores 
Developed systems to ensure FIFO is maintained. 
Introduced technologies like bar-coding for inventory accuracy and speed for replenish. 
Finalized          recommendations for Great Plains expansion to allow a pull system for the restaurants for both consumable and other products.
